Soundproofing a Home next to freeway

I'm looking into purchasing a home that is approximately 1800 sq. ft. with 2 floors. The house is amazing and rediculously cheap. Primarily due to the fact that it backs right up against the highway and is actually on a little knoll about 30 above the pavement. I'm wondering if there is any way to lessen the noise coming from the freeway by building a concrete barrier wall at the edge of the property between the freeway and the house? Would this actually lessen the noise? Another problem is that the neighbors only have chain link fences up against the freeway's embankment. Would I need to build a wall or fence that reflected the noise coming from their direction as well?
