desperate to stop the noise from below

I just moved into a second floor apartment thinking it would be quiet - my friend lives across the hall and in the dozens of times I've visited her apartment, I never heard any noise coming from her downstairs neighbors.  For some reason, my unit is not the same - I can hear voices, coughing, their alarm clock, television and stereo noises from downstairs.  My apartment has hardwood floors throughout, which I like - the floors themselves do not creak and do not give off significant impact noise, so I thought I was getting a well constructed unit.



Can I use any sound proofing product under large area rugs?  I don't think wall to wall carpeting is an option for me and my landlord.  Any other suggestions?
