Soundproofing existing rough wall from traffic noi

Hi,
I would like to soundproof the wall of my house that faces the street. The inside rough wall is exposed and is made of 2x3 redwood studs. Staggering the studs does not appear to be a great option since the layout of the wall has been altered considerably  (eliminating room for standard insulation) and much detail work would be required around the windows. What options are available to me and what are the costs involved. I figure I have about 480 sq ft of wall that needs to be soundproofed. I was considering a layer of some type of soundboard under the sheetrock and or taping the studs beneath the wallboard.
