Concrete vs. traditional walls

I have the opportunity to move into an apartment with concrete walls separating neighboring units.  Should I expect concrete walls to provide better or worse noise insulation (voice/music transmission as well as footfall noise)?

we have that dilemma now.  it depends on if they have put in any insulation at all between walls of the apts.  we did not know until we moved in that the new apts is all concrete walls.  we have a child with auitsm who screams it echo's like the grand canyon.  I hate it and we are going to add more padding to the carpet we had to put in, and put foam on the cieling and clothe on the wall with stick on hooks to soften the sound a bit.

i am looking at quilting and batting material myself
