isolation chamber for my guitar amp

I am trying to constuct an isolation chamber for my amp for when i am recording in my apartment.  Right now, I have piled up mt couches foam pillows to do the job but, i am hoping to create a more permanent solution.  I hope for it to serve to purposes:

1 - stop niose from going in from the ruckus my roomates make

2 - stop noise from getting out and internal reverberations

I was wondering if anyone had any suggestions for materials that would work the best.  I plan onlining the chamber with either pyramid or egg crate foam for internal bouncing, but i am lost on which material will work best for blocking inside to outside noise transmission.  I am student so low cost materials would be most ideal.  I hope this makes sense, thanks.
