Hello,
     I have a tin shed (on a cement slab) measuring 9'x 13'x 7'  in my yard that I would like to use as a drum practice room. I have a limited budget and not much in the way of carpentary skills. Is this idea worth pursuing? If so, can you suggest an affordable approach? Thanks, Grant.

Yes, it's do-able with a room-within-a-room approach.  You should get the soundproofing book.
