HELP!! Very Loud Bird...

I have a condo that is seperated by a wall on one side only. I have a very loud screaming Parrot. I want to sound proof so we don't bother the neighbor.
Here's the problem. I don't want to lose any (or much) space. What's the most "space conscience" solution. If I even go another 2 inches from the wall (it will make the staircase next to the wall look real narrow.
FYI - Only person on one side of wall. No one on top or bottom.

I read about the lead foil. That seams like the "thinest solution"
But what goes OVER that. Another drywall? That would still be too much space.
Mirror the whole wall???
Could you just "paint over" the lead foil?

The problem, I think, is going to be the stairway.  Beleive it or not, the bird sound excites the wood in the starirway as well as the wall.  Therefore dealing with the wall alone would be useless no matter what materials you used.  The proper way to do it is from the other side.
