Soundproofing old condo

Recently moved into 1970's highrise with concrete slab floors.  There is nothing in walls to control noise traveling throughout the building.  I've gotten varying opinions from "experts" on how to soundproof my unit.  Looked into vinyl barriers, blown-in soundproofing cellulose fiber, additional drywall...it's all very confusing and expensive.  Before I spend major amounts of money, I'd like some feedback on what works best to stop noise transfer into my unit. ???

Vinyl barrier works the best and even better with soundclips.
