How to soundproof a Dorm room

Like a previous person I also live in a dorm room. At the end of the year the room must be in the same condition as it was found. What soundproofing options are there that will not damage the room?

I am actually trying to keep sound from going out of my room. The dorm has quiet hours starting at 9pm and imposes fines on violators.
