Neighbor's stereo noise

I live on the top floor of of loft space with cement floors and brick walls. The neighbor's Stereo/TV shares a common drywall wall, as well as a common concrete floor. Much bass and music can be heard in the form of low frequency, etc. Aside from building a barrier between the two walls, how can I eliminate the bass from coming through our "shared" concrete flooring?

He would have to elevate his speakers for one, they are probably right on the floor. A layer of barrier material like our flooring and a heavy carpet pad and carpet may do the trick.
