Soundproofing a new room/building

I'm going to be building a 16x28 building heated and cooled.  What would be the best and inexpensive way to sound proof?  I'll lose too much Sq. Footage if I do the "Room within a room".  The building will be insulated, along with a brick exterior and double or triple paned windows.  Oh, forgot to mention that this will be a music room.  Guitar, bass and drums.

This building will be in the back yard and I want to make sure I don't aggravate my neighbors.

I've thought about the double sheet rock method. or have one layer of sheetrock and another layer of

Quiet-Rock.  Anybody that can share expert advice from experience I would greatly appreciate it.
