In a 48' x 34' room tile floors, cinderblock walls and acoustic tile ceiling. the HVAC is 10' x 4' flush with dropped ceiling. anyway to reduce noise when on.

Use SSP Mat to wrap the duct.

You can try Acoustic Membrane. It is an award winning lightweight solution for ceiling soundproofing. Only 1.2 mm thick and very flexible. It is also easy to handle and carry.
