Partition walls from scratch

Hi, I'm currently working on a project in East London that will convert an unused four storey building into a working arts and community centre. The building has a huge open plan basement that we intend to develop into a rehearsal space and so we need some pretty serious soundproofing at a very low cost... Since we need to divide the open basement into a number of smaller rehearsal rooms I wanted to ask the most effective way to build a partition wall from scratch. Are dryboards and studs (as a foundation) any less appropriate than breezeblocks or other dense building materials?
