car noise from neighbors

so we just bought a brand new house in an upscale community.  we moved states as well.  2 weeks after moving in my neighbor brings home a huge v8 van with remote start.  he starts it first at 4:20 a.m. with remote start.  when the start goes off it chirps like when you lock your car with a remote.  the sound of the engine turning over is so loud it sounds like the van is in our bedroom.  this continues on for about 1 - 2 hours between the van and his expedition.

we have 2 exterior walls.  one has a 7 x 7 window and the other is mostly drywall with one 2 x 6 window.

will soundproofwindows.com or magnetite help? quietrock?  please help we are dying!!!!

If the noise is really bad, you should hire an acoustic consultant to come out and do some tests.  He/she could give you a lot more detailed picture of what you need to do.  The windows are always the 'leakiest' part of the building.  Adding a secondary window with a significant airspace from the first will probably help, but you may need to do other things as well.
