Bird Cage Question (Specific Needed)

I recently moved to a one bedroom apartment for school with my cockatiel and nanday conure. I haven't had any complaints yet about the nanday's screeching but I'd like to avoid it all together. I have two common walls in the bedroom. The cage itself is two seperate cages build over one another about 5 feet high and 3 feet front and back and about 2 and a half feet on both sides. The walls themselves seem to do a pretty good job of blocking noise as I can only slightly hear my neighbors dog barking. I am looking for a cheap solution as I am on a fixed income to tone down the nanday screeches so that when I am in the living room, I can cover them at certain times to study and always have two sides covered so I don't have to worry about any of my neighbors being bother. I've read two previous posts on this issue and I'd like to go with the acoustic curtains if possible. I was hoping for a recommendation on exactly which curtains would be best and if this could be done for under $100?

You budget is too low to get any real soundproofing....
