My yard is seperated from my neighbor's yard with a rod iron fence. They have a dog, swimming pool, and pool equiptment in their yard. I wanted to build a brick wall but they will not agree. So, I am wondering if I line my rod iron fence with plexiglass, will it mitigate the sound. They will agree to this because it will not "close in" their yard, but I need to know if it will take care of the sound issue?

Such a fence would have little effect on the noise because it would not be high enough nor have sound blocking qualities
