Noisy Upstairs Neighbors

I recently redid my condo and the noise from the neighbors up stairs is very loud when the walk on their hardwood floors above. I have the original ceiling in place then I put 2/4's in place and then added new sheetrock which acts as the new ceiling. I fiugred the air pocket would act as a noise reducer. NOT. Can i blow in insulation to reduce noise? Cellulose/ other? I do not want to put another later of sheetrock if I dont have to.

Please help the noise is killing me!

You should tear off the entire ceiling.  Add R-30/R-38 fiberglass batts in the joist cavities.  Install resilient channels  at right angles to the joists and 2 layers of 5/8" drywall.  Seal up all the edges with a flexible caulk.  Mud, tape, sand and paint.  That's about the best you're gonna do from below, unless you're willing to give up 7 or more inches of ceiling height and frame up a false ceiling.
