I've read through most of the posts here, as well as the links provided, but it sounds like I need to provide my own scenario in order to get advice that works for my situation.

First off, I haven't even played in my new basement yet, so I don't know how much sound will leak.  However it is an old house (1903), and the basement was a speakeasy during prohibition. The floor is tile, the ceiling is largely unfinished (exposed wiring, conduit,etc), and the walls are covered in wooden roofing tiles (for reasons of secrecy during construction). There are two small windows and a heavy wooden door. One thing that may be a benefit is that sections of the walls are covered in padding, similar to old diner booths, as was the style for the speakeasy. The foundation is concrete.    

The plan is to have a 4 piece band practice in this space. Is it possible?
