Need to block out dogs barking from underneath

I own a coop in a building (Forest Hills, NYC) that is about 75 years old.  It has all oak floors throughout.  We have area rugs in most of it and wall to wall in the bedroom.  My neighbors downstairs have recently "renovated" their apartment, meaning, guttering it of all the original plaster that soaked up some of the sound and replaced it with sheet rock.  Unfortunatley, I can actually hear them speaking and what they're are saying (which makes me think they can hear me) and the biggest problem is that they have two dogs that constantly bark when the owners aren't home.  They also have "surround sound" for their television! I am thinking of carpeting the entire apartment (1300sq ft), but would like some suggestions on what to put under the carpeting (without ruining the wooden floors) and what type of carpeting is most effective.  I need to at least try that before I move, which I really don't want to.  Thank you so much.
