Soundproofing Selective Walls

I need to reduce sound from a building primarily in one direction. If I treat primarily one wall, or build a second wall there, will I see any notable reduction in db on that side, or will I need to treat the whole room with rc channel and drywall layers, etc..?

Mostly doing one wall will stop sound in that direction... except if it's really loud, then you have to contend with "flanking sound paths".  This means the walls to the side will have to be treated.
