2 year old windows any good

My townhome was built in 2004. I have double pane windows.  When the temp dropped to around 30-40 on a windy day I noticed the windows let in a draft even though they were locked. Put my hand on the glass and it was ice cold.
Didn't notice this before just moved in this summer.

I bought some rubber weatherstripping and it helped block the draft.

Should I first try replacing these windows?
If they are letting in cold air and wind then they are letting in sound.

It sounds like the window itself was not properly weatherproofed and installled correctly.

We suggest that you look at a solution called a "Window Plug".
