HELP!

I live in a neighborhood where the next house is only about 17' from mine.  His living room and my bedroom line up.  The exterior walls of the house are only that green insulated board and vinyl siding with the usual yellow insulation.  They have a son w/ a music scholarship and a very nice and LOUD piano that gets used about 4 hours a day!  They are new neighbors and it is driving me out of my mind!  I have mentioned the problem once already but no results have been formed.  I was considering soundproofing my room but that is only half of the problem.  In the summer when I am sitting outside even  my outdoors speakers don't mask it!  Any suggestions?

Because you mentioned sitting outside and still being bothered by the noise, then I would build a very high 8' or higher, cinderblock wall filled with sand.
