Preconstruction soundproofing

I hope someone can help me with this question. I am about to move forward on an apartment in a new development in NYC that is not yet built. I asked the broker representing the development about soundproofing, and she said there will be 9" of concrete for vertical separation. I am currently living in an apartment where the sounds of our upstairs and downstairs neighbors is driving me mad. Does anyone know if concrete will do the trick in eliminating most noise from neighbors?

9" of concrete rates an STC of 59-60, more than enough.  It has a low IIC (Impact Insulation Class) rating, so carpet and pad or some kind of suspended ceiling will be necessary to drown out the footfall noise.
