Condo Sounds

I own a condo on a first floor.  The person above me has full carpeting (it's required).  However, when he walks around, the floor beneath the carpeting squeaks and creaks.

What can I do to soundproof my ceiling so that I don't have to hear that?

Not going to be able to do that as the sqeeking is because the floor panels above are moving.  They need to be secured.  There are ways to do that from above- (Break-off screws through the carpet) or from below where the ceiling must be removed...

If open web joists with glued-screwed 3/4 T&G plywood are used as the floor system, what SSP mat and batt do you recommend?  And what about spraying a closed cell foam as icing on the cake?  Thx in advance!
