Blocking floor-impact noise from condo above

I live on the ground floor of a 2-story condo building built in 1942.  It was an apartment conversion with hardwood floors in all units.  I had no problem with floor impact noise from the unit upstairs until the unit was sold, and the new owner removed the carpeting.  Now I hear EVERYTHING that hits the floor.   I have been trying to work with the owner upstairs to have some kind of sound-blocking material installed.  I offered to pay 75% of the cost of installing carpeting with padding.  The upper owner declined.  His counter is to install another sort of tongue & groove hardwood flooring on top of the existing hardwood floor, with a layer of cork under the new hardwood floor (at my expense of 75%). Can you tell me how effective this type of arrangement would be, and how it might compare with other types of material under the new top layer of wood?  and, will it do any good to install anything (other than carpet) on top of the existing hardwood flooring?  Thanks for any light you can shed on this.  I will share your answer with the owner upstairs.

You can install MLV sound barrier and SSP-FL underlayment, here are the links to these products.

Keep in mind that this will reduce airborne sound and some impact noise but, without fully decoupling the ceiling below you still will have transfer of some impact noise below.

             These guys have great products for impact insulation. Go to their website. They are a canadian company but I thinkl they are distributed in the US.

With this type of underlayment no need to go through big construction work. simply put the membrane under your t & g floor and installa the floor on top as simple as that!

why buy Canadian when you can buy American made material. Also you would have higher freight costs and duty!
