Sound proofing bird aviary

We are opening a cat and bird boarding facility. The aviary for the parrots will be a glass enclosure and needs to be soundproofed so the cats won't have to listen to the larger birds when they start screaming. My question is would laminated glass be the best for the windows and would we also have to insulate the walls around the windows? What would be a good insulator? This will be new construction also.

Yes, laminated glass would be best.  And double glazed with sealed, air-tight space between would be required (put silica packs inside to prevent condensation).  Isulation inside the walls would help, especially if you used bonded cotton insulation discussed at  http://www.soundproofing.org/infopages/natural_fiber.htm 
And using two layers of dry wall with Green Glue sandwiched between will also help.  For Green Glue info see  http://www.soundproofing.org/ggpages.htm
