Unique Situation With my house

I have a Single story/w basement / all brick house. Built in the 60's and has block wall in the basement.
The floor between the basement and 1st floor is VERY different. A 1 1/2" cement layer sits on a 1/4 sheet of plywood which sits on 2x10's

Copper flex pipes are layed along the entire upper floor and heats very well.

Whats my best route to keep the loud noise in the basment downstairs? Home theater, loud speakers, people's voices?

Thanks for any help! I just want to put the right money in the right place!

Here is an assembly we recommend and achieve great results,
1) Cotton fiber insulation between the joists.

2) 1/8" MLV sound barrier stapled to bottom of the joists in a contious layer, Lead tape for seams and acoustical caulk the perimeter.

3) Sound Isolation clips and DWFC screwed to the joists through the MLV.

4) Double layer drywall with Green Glue sandwiched in between.

5) 1/4" gap around perimeter of both layers of drywall to be filled in with acoustical caulking.
