Soundproofing from Loud Trucks & Cars With Boom Boxes

Is there a way to soundproof my home from annoying boom boxes. Every 2 minutes there seems to be an inconsiderate driver blasting their boombox with loud thumping bass, down the street, which is 100 yards from my home. I purchased impact resistant windows, I even added another inside layer to create an air cushion to dampen the noise. After thousands of dollars, there isn't much of a difference. There doesn't seem to be any insulation behind my walls either. Any advice on what I can do to alleviate this problem or whom I can consult? I cannot move as much as I'd like to because the real estate market is in terrible shape, as everyone knows. Please help.

You are not going to get much relief due to the type of sound you are dealing with. This is a low frequency bass wave, by the time it reachs your house the sound wave is as big as your house.
I would recommend if you want peace and quiet to pick a room in the house away from the street and soundproof the entire room, all walls and ceiling with clips and channel.
