between floors of 2 flat - R13 fiberglass enough?

My brother and I are redoing our family home into what is essentially a two flat.  Our concern is that we have Tongue & Groove on the ceiling, 12" "silent" floor joists with R13 fiberglass, and particle board on top.  We will be having carpet in much of the area with an upgraded pad, linolium in the baths and tile in the kitchens.  Is this going to be enough for a sound barrier?  The contractor has suggested upping the fiberglass to R30-is that necessary and will it help-or should I look at something else?

First, Fiberglass will not help. You should use R-30 in Cotton Fiber Insulation that has a good STC rating and a high NRC rating.

I would also recommend using MLV w/Closed cell foam underlayment beneath the carpet pad to reduce impact and airborne noise.
