rehearsal space soundproofing, please help!!!

this site is amazing!
I was wondering if anyone out there can help with a specific problem I have with soundproofing a practice space.
what we have right now has gone through many stages of soundproofing attempts.

we've built a second set of exterior walls 4 inches from the initial walls with acoustic insulation facing acoustic insulation on the inside and 2 layers of 1/2" drywall on the exterior. 
there was intitially 2 layers of drywall on the ceiling with insulation underneath. 
We've tacked on sonopan on that plus resiliant channels and two more layers of drywall with all the seams covered with acoustic seal. 
we have double doors on  both sets of doors that are in the room. 
all this and we're still having noise issues from the upstairs neighbours who aren't attached to the building.
we have access to giant 6" acoustic panels that were built for a pro studio, would this solve our problem?
is there anything that could be used in the ceiling corners that would dissolve this?
would bass traps improve anything aside from the room sound?
