Hardwood Floors

Help,
I live in an old house, where I live on the main floor with hardwood floors.  The apartment above me is hardwood too and I can hear her radio and tv word for word.  Not to mention her clomping around.  The tenant isn't willing to put carpet down, and my landlord claims she doesn't really have the money to soundproof.  What would be a fairly cheap way of keeping the tv/radio noise out?

If we had the answer to that, we'd all be rich!  There is no cheap way to do an expensive thing.  Carpets and mass loaded barrier is the best answer.  Also see the link below.
