Quiet Rock not working!!

This is a new townhouse construction.  Our neighbor has a autistic child that is right next the common wall to our room.  We can hear him laughing constantly during the night.  We complained to the builder, and they did a sound test.  This wall and a number of others were below standard.  They put up Quiet Rock walls throughout our house, and we requested an upgrade to the strongest Quiet Rock 545THX for this particular wall.  It didn't help.  We can still hear him, and it's very annoying.  I understand that it's not his fault, but our neighbor refused to do anything like moving him to a different part of the room.  Our builder is not responding anymore.  What can we can do now?  Should we put yet another layer of wall?

This is not the first time we have delt with this type of problem. Sounds like they neglected to decouple from the structure. You have 2 choices, either take it down get back to studs and decouple from the structure with RC or clips and channel which delivers the best results. Second option is adding a second layer of 5/8" drywall with MLV w/psa and Green Glue(3 tube formula) in between.

Thanks for your reply.  The common wall is double stud already.  Before adding another layer of wall, I want to eliminate flanking paths.  Is there something I get use to measure the noise level from the other walls (ceiling, floor, sides walls, etc). Thanks.
