Keep the neighbors happy....

Hi all, I'm about to start renting an appartment and it has a small storage room which I would like to "soundproof" (or at least insulate reasonably well) for playing my guitar and doing vocals (I can be quite loud). I really don't want to bother the neighbors. Of course I'm looking for as cheap as possible ideas, and it doesn't have to be perfect, just keep things reasonable. I'm not planning on jamming out at 2am or anything, so basically a low daytime noise level.

I was thinking polyeurethane foam padding (like those foam mattress pads) hung on the wall (and possibly ceiling) with acoustic tile over top of that. Of course I will be weatherstripping around the door as well to eliminate those cracks as best as I can and also put carpeting on the floor. Is this a possibility or a waste of time and money? I've also considered the fact that the back wall is probably still going to have some of my belongings stacked against it which may deaden the sound a little as well.
Thoughts, ideas?
