Loud HVAC

Hello
My townhome has the HVAC unit in a tiny closet right in the middle of the townhome. It's a tight fit and I can only work on a few feet left and right of the HVAC. I can't access the rear.
The inside walls are unfinished. I tried adding a few strips of R13 insulation but that didn't work. Any other suggestions for the inside?

Also the air intake has the most noise and it faces the living area. Yes the builder is an idiot. Is there anything I can do for the air intake?

line thecloset with SSP foam mat ...This will help reduce the noise issue.
