Hanging Window Coverings

I am looking for exterior coverings to hang (with clips) over a window and a slider only on occasion.  I've looked at sound absorbtion hanging thingies for soundproofing a studio and also mass-loaded vinyl but I can't find anything else.  Ultimately I just need something, no matter what it looks like, that I can cover a standard window and slider with that will absorb and/or block a decent amount of sound.

Occasionally my neighbors have get-togethers and play music, not bass heavy, but annoying mids and highs.  It's not that bad compared to a lot of stories I've read but something that will reduce it a decent amount would be great.

Oh and I am looking to hang on the EXTERIOR, covering the window and slider that allow most of the sound in.  Clip up would be ideal.  Obviously they need to be relatively outdoor friendly but they would only be used on dry days and probably not in the very cold.

And sound absorbing and/or sound blocking - whatever would be the best choice.
