Basement Block walls

Hi, Like everyone else here I want to build a soundproof room in the basement where the band can play and not disturb anyone else in the house. Problem is the space is not very big and the ceilings are only 7 foot.

Nothing is built yet so I'm still planning. I've read about using MLV and sheetrock and all that. but what I'm stuck on is how should I do the outer walls of the basement. They are just painted cinderblock now. Do I even need to worry about them?  If I do need to cover them would it work to just add some furring strips and attach the MLV and drywall it?

No, You will need to frame a wall 1" from the cinder block walls and then proceed with standard soundproofing. insulation / barrier / drywall....etc..not building this way will allow the cinder block to transmit the low bass throughout the house...you will also need to decouple the ceiling as well.
