Does anyone know if the glass or lamination method used by the noise abatement window companys is any different than that of a local glass company? How about the going rate for 1/4 or 3/8th's laminated glass? I'm considering replacing some double pane openables with a picture window made of 2 laminated windows with a maximum of space in between.......seems that it might be cheaper with better results than a single interior SPW.
Thoughts?

There's no difference.  These soundproof window companies are buying laminated glass at their own 'local glass company'...

You've got a good handle on what you need to do - as thick as possible glass, as large an airspace as possible.  You might want to plan on some kind of dessicant (silica gel) in between panes to reduce condensation on cold days.
