Loud HVAC Unit

I have a relatively new system in my house (less than two years old.)  The outside unit is not loud and the air handler unit does not appear to be loud either.  The noise is the sound of the air coming out of the vents.  It was so loud on the medium speed that I couldnt even hear the tv while sitting on the couch ten feet away.  I had it turned down to the lowest speed, which reduced the noise, but I dont think that the system is very efficient at such a low speed (the heat and cool run for very long periods just to heat or cool a degree or two difference....like an hour or longer.  Also, you can feel very little air coming out of the vents.)  A local hvac contractor told me that my air return may be too small, which could be creating the excess noise.  When he removed the metal end of the return plenum, the noise stopped completely, even with the fan motor on the highest speed.  Should I have an additional return air line installed?  Thanks for any help!

If the noise stopped completely when the cover was removed then I would say the return is too small.
Your HVAC guy will be able to resolve this issue since you already know the culprit.
