Soundproofing party wall

I was just looking for suggestions on the best way my wife and I can go about soundproofing a party wall.  We are going to construct a new wall about 1" to 2" away from the current one, and probably use cotton insulation on the new wall, hang some mlv over that, then layer heavy drywall with green glue sandwiched between.  We were also thinking about laying green glue and dry wall over the original wall as well.

We have a neighbor who loves to listen to movies and music with his surround sound, and nothing has worked to get him to turn it off during quiet hours, let alone turning it down.

Any other possible suggestions on what we can do?  We're thinking of doing this first, as it doesn't vibrate the floor much if at all from what we can tell, unless it's cranked up to a ridiculous level, and then doing the floor if this doesn't work as planned.  Any suggestions will be much appreciated!! Oh, the room is located on the second floor, and the construction is from the town home was built in the mid to late 70's, thanks again!!!!
