Upstairs owner sounds like an elephant

Hi.  I own a ground-floor condo.  A guy recently bought and moved into the condo above me.  Well, it sounds like there’s a herd of buffalo living up there.  Every time he walks, I hear loud thumps above me, along with creaking floors. I also hear the sound of him talking as well as his TV and stereo.

It's getting to the point where I don’t even want to come home anymore.

Is there anything I can do (short of moving or committing a homicide) to keep my sanity and get some peace and quiet in my downstairs condo?

My condo complex was built in 1983.  My unit is around 1,000 sq. feet, 2 BR, 1 BA, small kitchen and dining room.  Also, I own two parrots so any material(s) involved in the solution will need to be non-toxic to parrots.

Chris,
What you would need to do is decouple and float the ceiling on clips and channel. I would suggest that you soundproof a bedroom ceiling so you have a room to go in a escape the herd of buffalo..or do the whole condo.
