Fountain Waterfall Receptionist

I am involved in trying to help a noise problem.  A receptionist in the building works in an enclousure on three sides, the enclosure is mostly glass.  The top/roof is just a mesh material.  Directly behind her (on the other side of the back glass wall) is a fountain waterfall which generates quite a bit of noise.  The front of the reception area needs to be open so she can greet visitors.  Turning off the fountain waterfall or trying to stop the sound at the source does not appear to be a good option.  Also, the location of the reception area would be very hard to change due to physical contraints.  Any suggestions?  Would soundproofing three sides and the top help even thought the front would still be open?  There is allot of hard surfaces (concrete) around for sound to bounce off of.
