Concrete, under the wall, sound

I'm working my way through the EPA book. My previous post mentioned the sound problems in my condo. I'm considering stapling the mass load mat to my existing drywall, add resilant channel on top of the mat, and attach wonderboard and another layer of drywall to mat.
My concern is that my neighbor and I live on tile floor and I believe the sound of their shoes & dog running, travels along the concrete, under the wall, into my place. It's just like they were walking in my place. They won't add carpet. Is it possible to stop this sound? I could add some rugs to my place, not sure how much that would help. Thanks again.
