Neighbor noise disrupting my family's life !

We purchased a 2 story townhome built in 2007 with one common wall. The neighbors have a subwoofer/computer on the common wall upstairs. They will play it at times loud enough that we can hear the words from the song in our unit. There is about 12 to 15ft of common wall that my 8 month olds room has. 2-3 ft of the wall is the closet space with a wall running perpindicular from the common wall. Will doing some noise proofing to the wall help? Do I need to do the common wall in the closet? Do I need to do the ceiling? Floor? What materials are going to do the trick if so? We are 1 income family of 4 so the budget is tight but I NEED to do something as I am losing my mind! The downstairs they have a surround stereo with subwoofer (they have told me they are audiophiles. The layout for downstairs............................

... has one big room for the living room and kitchen. There is about 15ft in the living room and then is transisitons into the kitchen (cabinets, stove, countertops). Same issue as upstairs, bass, and music some voices when they have gatherings but really cant make out words. Is it going help if I do any sound proofing? I cant afford to pull out the kitchen to soundproof behind the cabinets. Do I need to do the ceiling or the floors?

Please help! This issue just has my blood curdling as I have been trying to deal with it neighborly with no resolution!

Based on the information in your post, this will most likely be a "Band-Aid" approach due to budget and scope of work needed to reduce these noise issues.
