Sound proof windows v. another layer of glass

I live in a condo building on the 11th floor. Right across the street facing my bedroom window is a nightclub open every night until 4 am.  I can't sleep because I can hear music and voices, especially people standing in front of the club laughing and screaming.  My window is a floor to ceiling, measuring 70 inches x 93 inches.  I had two companies come in.  The first was soundproofwindowschicago.com and wants to install another window with a vinyl frame and double pane glass with vinyl in between (1/4 inch).  The air space between the windows would be 3 inches.  The cost: $2500.  The second company wants to install double pane glass with vinyl (1/4 inch) in the existing frame.  The air space would be 1/2 inch.  The cost: $1860.  The existing windows are double pane windows.  Can someone tell me which option is better - offers a more effective noise solution or is there another better option?
