reduce vibration and noise from fish tank pump

I live in a condo with concrete floors/ceilings and block wall between units (we all have tile over the floors and drywall walls).  The unit above me recently installed a very large fish tank (275 gallons).  The pump/filter system is below the tank and it's creating a vibrating hum throughout my apartment.  It is worse in the room directly below the tank, but I can hear the noise in every room of my apartment.
A friend recommended placing a rubber mat, like what you would see on the floor of a restaurant kitchen or bar to absorb the vibration. This initially helped, but over the past month the sound has gotten worse and we're almost back to square one.
I have had recommendations to place neoprene, cork or felt under the pump and I am not sure what is best in this situation.  Can someone tell me what the best approach is to reduce the vibration and noise?
I appreciate any ideas.  Thanks.

For light weight pumps use my foam mat in 1/2" or thicker.
for the tank you will need neoprene pads with cork centers...
based on your ceiling/floor assembly the process of decoupling from the structure is the solution.
Break the connections.
