Closing air vents in double brickwork

Hi
I would like to know how or what should I use to cover useless 5 air vents (already too many windows and gaps).
It would not be too difficult to knock the plaster vents remove the metal mesh,cut bricks and remake the wall but just one part of it.
I wonder if there is another easier option such as covering them with cement sheets cut outs and use silicone?

both ideas would work...i doubt any form of solid plug would be weaker than the window anyway.
