acoustic rated windows for wood frame house

i live in  50's era home. it is wood frame, with wood shingles on the outside, and drywall on the inside. i live near a street with a fair amount of traffic along with the "boom cars".  my windows are the original wood double hung with single pane. storm windows are attached on the outside. i'd like to upgrade the windows and door, since they are most likely the acoustic weak points. however, i realize no matter how good the new windows are the will only be as good as the weakest point.

i was wondering what acoustic rating would be practical for the new windows, given the construction type of the house.

and, is there an acoustically rated window that might fit on the outside, in place of the the storm windows, so i can avoid removing the original wood double hung windows.

For replacements ..Milgard quiet line STC 30+
Or do secondary window insert of 1/4" or 3/8" acrylic, with the largest air space between the two as possible.
Due to the type of home and wood shingles, the "Boom" from the cars will come through the walls next.

sounds like a plan. milgard is claiming their quiet line has an stc rating of 48. (triple pane). while their standard window is 38.

i might try some standard windows in the basement, as a trial run.
