Need some help - not sure where to start

Hello Everyone - new to the forum

I live in a house that is on top of a very busy road.  I just had twins and am going to have 2 babies sleeping in rooms that are right on the road basically.  I can hear street traffic very loudly in my family room w/ fire place, and all 3 upstairs bedrooms.  I know the windows in the house are awful but not sure if replacing them is the way to go or if I should go another route.  I have a very minimal budget at this point but need some solid results with whatever route I take.  I am probably 20 feet off the busy road.

Where do I start?  Windows?  Walls?

Always start at the weak points. Windows and doors This would best be handled over the phone this way we can discuss multiple options.
