Need to soundproof a door that connects two bedrooms

I'm renting an apartment and my room connects to my housemates room via a very thin and old door.  We can literally hear everything that happens in the other room.  It's awful to say the least.

I am hoping the door is the main problem and that if I successfully soundproof that, the walls will be thick enough to at least make living here tolerable.

Even though it's a rental, the landlords are pretty open to us changing almost everything.    

The door does not need to work - it does not need to be a door.  It does not need to open.  I can definitely replace it with a wall type thing.  I'd probably prefer to do this, since the spaces between the door and the door frame will always let sound through.  

I have around $150 to spend, I might be able to stretch it to $200, but of course, I'd prefer to keep it as cheap as possible.

How should I go about soundproofing this door for the least amount of money and the most effectively?

Replace the door with a solid core door and seal the door using a door sweep and pvc gray tape.

or you can build a door plug like we do window plugs if you have the space.
