Condo flooring...best solution needed

I live in a condo in San Jose.  Even though it is only about 10 years old the construction is such that noise travels through the floors.   90% is impact noise; simply footfalls as someone walks across the floor.  Some people walk heavier than others and their footfalls are impressive and almost seem to resonate.  My upstairs neighbor is very nice and when I mentioned to her that I could hear her walking around she became upset.  She told me she plans on replacing the carpet and I was wondering what is the state of the art in this area.

One person who recently renovated a condo here put down a high density rubber substance made from car tires or at least of the same kind of material.  On top of that he put karastep 15/32" pad and then carpeting.

I have not had the opportunity to listen to him walking around from the condo below, but I will.

I wonder what ideas you have come across that would absorb this kind of impact noise?

you should use our Mass loaded vinyl w/ 1/4" closed cell foam...lay foam side down wall to wall. tape seams caulk perimeter than use #8 rebond carpet padding followed by carpet.
